Or is it a framwork ...?

A framework is an extensible structure for describing a set of concepts, methods, technologies, and cultural changes necessary for a complete product design and manufacturing process. Framework products are most prevalent in the area of Electrical and Electronic design. Frameworks provide a mechanism that guides users through a proper order of steps, applications, and data conversions via a common interface to the process being followed. cedar.web.cern.ch/CEDAR/glossary.html

That certainly describes what we are trying to do but I think toolkit is a better title.

No rules to say we can't call it a toolkit. Just think it sounds better.
